I've recently tried both srm commands in the Terminal using macOS Sierra. Under this OS, I can neither use the terminal to delete a file or a folder. Does Sierra's "Delete Immediately..." feature securely delete files now? Can we depend on it?

Yes. But I wouldn't depend on it. Since files are written and re-written on disk, deleting just the final file still leaves traces behind. The only true way to delete a file is to zero out all free space, seven times, then burn the disk.
