When a smart playlist is created in iTunes does it add to the memory over and above if you had not created the playlist? In other words if the playlist created (of course being a some sort of subset of your iTunes library) is 14GB in size - will it add that 14 GB to the size of your library therefore adding to the total memory usage of the computer (or external drive if that is where the library is stored) ??
I have actually never created playlists. I have been advised to do so to accomplish copying certain selections from my master library to other devices quickly. I can see that if this action does add to memory (without actually adding new music then maybe i should consider moving the library over to one of my external drives.

No, playlists - smart or dumb - are just pointers to the original files.
